Webinars: Covid-19 emergency, economic crisis and impact on domestic and international taxation

Andersen organizes a cycle of webinars on the economic prospects in the short to medium term and on the possibilities of reform of the national tax system to make the “Italian system” attractive.

 

The epidemiological emergency from Covid-19 is the first pandemic that the world faces since the post-war period and that has forced more than 90 countries to impose a prolonged blockade of entire economic sectors.

The persistence of certain distancing measures and the reduced economic availability of end-users linked to the suspension of work activities and uncertainty about the evolution of the epidemic will determine a strong slowdown in recovery for a time span that cannot be precisely defined.

The pandemic crisis, therefore, represents a completely new and exceptional event with its own characteristics compared to previous global economic crises.

 

The national measures adopted by the governments of many countries may have a counteracting effect limited to the imminent economic risks, but it is now clear that there is a need for a common economic policy, at least at the EU level, in order to create the conditions for economic recovery.

The OECD has on several occasions encouraged cooperation between member states to limit the consequences of unplanned fiscal interventions: the uncertainty of the future scenario, in fact, is reflected in transactions with elements of internationality (but not only) and is amplified in the absence of a coordinated and adequate fiscal policy.

 

The cycle of free webinars includes three meetings with University professors, entrepreneurs and Andersen professionals as speakers.

1st meeting – October 20, 2020

  • Impact of the Covid-19 emergency on the policies of TP and activation of the agreement review procedure (operation of the clause subject to significant changes in economic circumstances in the reference market or procedure of the Office for change of factual or legal conditions of the agreement, as provided for by measure 42295/2016)
  • Disputes with elements of internationality: MAP procedures and transposition of Directive 2017/1852 which provides for an arbitration mechanism for EU dispute resolution
  • Business activity in the current economic context

2nd meeting – November 3, 2020

  • Facilitating measures of support to enterprises, also in the perspective of the “repatriation” of productive activities (favourable rules with respect to reinvestment)
  • The “fiscal” management of the liquidity problem between rules and reform proposals
  • The new scenarios of business crisis management: between substantial and tax profiles

3rd meeting – November 17, 2020

  • The context conditions to favour investments between emergency management and structural attractiveness of the country system
  • The institutions of tax cooperation from the logic of opposition to the logic of collaboration in the national and international perspective
  • The value of legal certainty as a driving force for economic development in international competition between states
